Los Angeles, 12 November 2013 – The Philippine Consulate General in Los Angeles wishes to advise the public of the following information on the Effects of Typhoon Yolanda from the National Disaster Risk Reduction and Management Council (NDRRMC), as of 12 November 2013, 10:00 PM in Manila:

1. 1,798 individuals were reported dead, 2,582 injured and 82 missing.

2. A total of 1,387,446 families or 6,937,229 persons were affected in 7,488 barangays in 41 provinces of Regions IV-A, IV-B, V, VI, VII, VIII, X, XI and CARAGA. Out of the total number affected, 127,733 families or 582,303 persons were displaced and served both inside and outside evacuation centers.

This number may still increase as NDRRMC receives more reports and updates from affected municipalities given the current constraints in communications, particularly in Tacloban and Leyte.

3. The following items are some of the most urgent needs of victims:
 Food (preferably ready-to-eat, cooked)
 Water
 Water purifiers
 Water containers
 Tents and other temporary shelters
 Blankets, pillows, towels, etc.
 Hygiene Kits
 Cooking apparatus and utensils
 Power generators

4. The Department of Foreign Affairs in Manila has established a Coordinating Unit for Typhoon Yolanda to coordinate and compile information about offers of aid and international assistance. The Unit is operational 24/7 providing information about queries on donations, medical missions, entry of relief goods, medicines and equipment. The following are the contact details of the said Unit headed by Assistant Secretary Jesus R.S. Domingo assisted by Principal Assistant Rachel Oronce:

5. The following information is also provided in relation to entry of humanitarian workers, medical workers and search-and-rescue teams:

 The NDRRMC explained that as of this time, they do not have the resources nor the capability to assist, escort and guarantee the security of search-and-rescue and medical teams to the affected areas.
 Search-and rescue teams are to coordinate to the NDRRMC-Office of Civil Defense (OCD) while medical teams are to coordinate with the Department of Health in Manila to get advice on where they can go.
 The teams will be responsible for their travel from Manila to Cebu or Tacloban or to the area where they want to extend assistance, as the Philippine Government has no means to provide for these.
 They will also be responsible for the safety of their team members, as well as for their provisions while in the field (food, clothing, shelter, communications, electric power, etc.)

6. Please be informed that monetary donations are encouraged to facilitate bringing aid to those in need and to avoid delay/complications that accompany sending imported donated goods. These monetary donations may be coursed through the following:

 United Nations World Food Program. This organization says it has allocated $2 million for the disaster response, and officials joined an assessment mission to survey damage in Leyte and Samar Provinces. WFP says it will send more than 40 tons of high-energy biscuits and work with the Philippine government to help with logistics and emergency communication systems. It asks for donations at wfpusa.org or by texting the word AID to 27722 to donate $10.
 UNICEF. The United Nations Children’s Fund says its staff in the Philippines is being repositioned to help in relief efforts, and 66 tons of emergency supplies are being sent from Copenhagen, Denmark. An airlift set to arrive Tuesday will include water purification systems, storage equipment, and sanitation supplies. Donations can be made to UNICEF at unicef.org/support.

 Catholic Relief Services. This organization is accepting donations on its website, emergencies.crs.org, as it begins moving supplies and staff to respond to the typhoon.

 American Jewish Joint Distribution Committee. This organization has begun collecting donations for relief efforts. To contribute, go to jdc.org or call (212) 687-6200.

 World Vision. This group says it is putting together resources to assist 1.2
million people, including food, hygiene kits, emergency shelter, and protection. It asks for one-time donations to be made at worldvision.org.

 Mercy Corps. This organization says it has launched emergency response efforts to provide food, water, shelter, and other basic supplies to typhoon survivors. To contribute, go to mercycorps.org/typhoon or call (800) 292-3355.

 AmeriCares. This group is preparing to deploy an emergency response team to the Philippines. To donate, go to americares.org or call (800) 486-4357.

 The restoring family links program of the ICRC and the local Red Cross chapters involves a range of activities. These include putting people in contact by telephone, internet and hand-written messages.

10. The Consulate also urges the Filipino community to follow developments on the relief and rehabilitation efforts of the government through NDRRMC official website (www.ndrrms.gov.ph) and the Official Gazette of the Philippine Government (www.gov.ph).
